The role
The Project Manager (PM) manages the end-to-end delivery of a project portfolio to the value of £10m that are critical to the airport’s long-term strategic growth, operational resilience, and regulatory compliance. These projects directly support increased passenger capacity, enhance the customer experience, and support the airport’s capital investment and sustainability objectives.
The PM ensures all projects are delivered safely, on time, within budget, and to the highest standards of quality and compliance. Acting as the accountable person throughout the full project lifecycle, from concept development and business case approval to design, construction, commissioning, and handover.
The role provides a turn-key delivery service with the airport as the client, managing projects through RIBA design stages, leading technical reviews, integrating multi-disciplinary stakeholder input, and ensuring full alignment with airport operational requirements. The PM will oversee the coordination of internal and external delivery partners, ensuring robust planning, buildability, risk mitigation, and long-term asset performance.
Project portfolios span a broad technical scope, including:
• Utilities infrastructure (HV/LV electrical systems, water, gas, IT networks).
• Baggage handling and automation systems.
• Airfield ground lighting and airside systems.
• Fire and life safety systems (delivered to British Standards).
• Terminal, commercial, and operational fit-out projects.
• Fleet and property developments.
• Group-led infrastructure initiatives.
The PM is accountable for ensuring compliance with all statutory and regulatory frameworks, including ASIAD, CAA regulations, building control, planning requirements, and environmental legislation. A key aspect of the role is embedding sustainable design and delivery principles across all projects, incorporating carbon reduction, energy efficiency, circular economy practices, and climate resilience.
Commercial and financial acumen is central to the role. The PM owns project budgets and is responsible for procurement strategy, commercial governance, contract management, value engineering, quality assurance, and ensuring projects deliver lifecycle value and return on investment in line with corporate capital governance frameworks.
The role also integrates project controls and PMO services, including detailed programme planning, earned value management, risk and issue tracking, change control, and structured reporting to senior stakeholders. Transparent delivery assurance and alignment with organisational objectives are expected across both individual projects and wider programme portfolios.
What would make you successful in this role?
• Chartered professional status (e.g., MAPM, MRICS, CEng, MCIOB) or working towards.
• APM Project Management Qualification (PMQ) or equivalent recognised professional certification (e.g., PRINCE2, PMP).
• NEC ECC Project Manager Accreditation, or substantial experience managing complex engineering and construction contracts (e.g., NEC, JCT, FIDIC).
• Comprehensive understanding of CDM 2015 and Building Safety Act regulations, including Principal Designer/Contractor and Client duties, and safety in design.
• Commercial and contractual acumen, including experience with cost management, procurement strategy, value engineering, and risk control in an infrastructure environment.
• Ability to manage multiple projects of varying types and complexity (greenfield, brownfield, fit-out in live operational environments) across the full project lifecycle.
• Proficient in presenting complex technical and commercial information to executive stakeholders and influencing Senior Leadership Team decision-making.
• Experience in stakeholder engagement and communication skills, with the ability to align diverse internal and external interests, including regulators, operational teams, design consultants, and delivery partners.
• Experience of validating contractor and consultant design and document submissions to ensure compliance with airport/organisation health & safety standards and wider governance requirements.
• Understanding of airport, aviation, or highly regulated operational environments, including interface with CAA, DfT, and planning authorities. Working knowledge of project controls and reporting systems, including programme planning tools (e.g. Primavera P6, MS Project), earned value management, and digital PMO platforms.
• Experience incorporating sustainability, carbon reduction, and climate resilience measures into project planning, design, and delivery in line with organisational CSR targets.
• Knowledge of BIM (Building Information Modelling) and digital delivery practices in infrastructure and asset management contexts.
• Ability to lead under pressure, manage priorities, and make well-informed decisions in fast-paced, safety-critical environments.
